Document Why have I received a dental Penalty Charge Notice (PCN) when I have paid a health surcharge on my visa?

The Immigration Health Surcharge (IHS) pays for access to healthcare services but does not cover individual treatment costs such as prescriptions, dental treatment and eye tests.

Unless you held a valid exemption, you are liable for all charges shown on your Penalty Charge Notice (PCN).
