Document What is a penalty / recovery charge?

A penalty or recovery charge is payable when help with NHS charges has been claimed incorrectly. This means that a patient has signed the declaration stating that they don't have to pay towards the NHS charge when in fact they don't have any qualifying entitlement to receive help with the cost of the treatment or they have claimed a refund then found to be not entitled to this.

You cannot claim any refund of a penalty or recovery charge nor a refund for the cost of the treatment that incurred this penalty or recovery charge.
