Document Who is entitled to receive a 5 year certificate?

You will be issued with a 5 year certificate if you are:
  • A single person aged 65 or over; or
     
  • Part of a couple where one member is aged 60 or over and the other is aged 65 or over; and
You have:
  • No earnings
     
  • No payments from an occupational, personal or private pension scheme
     
  • No payments from an annuity
     
  • No dependent children or young people living with you
A 5 year certificate would also be issued if you live in a residential care home and you are:
  • A single person aged 65 or over; or
     
  • Part of a couple where one member is aged 60 or over and the other is aged 65 or over; and
     
  • You are receiving no earnings
If a person in a care home is assessed and at the time of claim was eligible for full help with health costs and receives a HC2 valid for 5 years and after the start date of their certificate their savings become over the £23,250 threshold they are still entitled to use their certificate and do not need to notify us of this change in circumstance.
