Document What can I do if the chemist is refusing to dispense my medication without proof of my exemption?

The pharmacist cannot refuse to dispense your medication. 
 
If they insist that they must see a evidence of your exemption, you should tell them to refer to their guidance manual. It's not up to the pharmacist's discretion whether they do this or not, it's in their guidance.
 
In addition, there's a box on the back of the FP10 prescription which they can stamp or sign to say that evidence hasn't been shown.
